Debra Jeanette Herring, 34 of Arlington, VA died in her home on 20 April 1994 following a brief illness. She was survived by her parents James B and Maben D Herring, and her younger brother David J Herring.

Debra was born on 21 July 1959 in Baltimore, MD. She grew up in South Bend, IN where she attended John Adams High School. From there, she went on to attend Purdue University with the intention of majoring in Speech Pathology. However, after spending her junior year abroad in Spain, Debra turned a Spanish minor into a second major. She subsequently graduated in 1982 with a Bachelor of Arts degree in Spanish and a Bachelor of Science degree in Speech Pathology. She continued her education at the University of Texas at Austin by earning a Master of Arts degree in Latin American Studies. After graduating, Debra began working at the Library of Congress. However, her desire to further her education motivated her to spend a year of study in Mexico. Upon her return, she took a position with the US Department of State. Debra followed this with a year in Brazil, when another opportunity for postgraduate study abroad arose. She took a position with Peace Corps Headquarters in Washington, DC when she returned.

Debra was fluent in both Spanish and Portuguese. The Debra J Herring Memorial Fellowship at the University of Texas was established in her honor.
